Victoria Reeve
Victoria Reeve, a faculty member of the Federal Executive Institute within the Office of Personnel Management, founded Underway Leadership. A driver of cultural transformation and advisor to top-performing government leaders managing multifunctional organizations worldwide, Victoria has successfully built teams, led teams, and supported teammates and has a deep passion for giving back to those who seek to improve themselves and the people they lead.
Victoria embarked on her military journey by enlisting in the U.S. Navy in 1996. Her dedication and perseverance propelled her through the enlisted ranks from E1 to E6 during two tours in less than six years. As an Electronic Warfare Operator, she served her first operational tour onboard USS RAINIER (AOE 7), where she completed a Western Pacific deployment and Rim of the Pacific exercise. Her journey took a significant turn when she transitioned to become the first woman to serve as an Electronic Warfare “A” school instructor at Corry Station, Pensacola, FL, earning the prestigious Master Training Specialist qualification.
Victoria earned her commission in September 2004 and began her career as a U.S. Navy Cryptologic Warfare Officer at the National Security Agency Texas. She served in numerous front-line leadership roles on the USS GRIDLEY (DDG 101), multiple EP-3E reconnaissance aircraft, and Expeditionary Strike Group Five out of Manama, Bahrain. Victoria followed these tactical tours with various operational staff assignments. Her twilight tour was at the National Security Agency Hawaii, where she served as the Director of Navy Personnel assigned to NSA Hawaii missions and the Chief of the Maritime Operations Office.
Victoria holds a Master of Liberal Arts in Industrial / Organizational Psychology from the Harvard Extension School, a Master of Arts in Defense Strategic Studies from the Naval War College, a Bachelor of Science Degree in Liberal Arts from Excelsior College, and a certificate in Diversity and Inclusion from Cornell University. Her personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Navy Commendation Medal (2), and Navy-Marine Corps Achievement Medal (4).
